Numeracy is the ability to identify, describe and communicate various types of numbers and mathematical symbols for the purpose of solving mathematical tables, graphs and problems. The aim of the research is to produce numeration-based teaching materials that are valid, practical and have the potential to support numeracy skills. The following type of research is development. The research subjects were students of class VII D at SMP Negeri 1 Pagaralam. The stages of the research consisted of preparation, design, Expert Review, One to One, Small Group and field tests with the instruments used namely questionnaires, tests and interviews. This study states that the teaching materials used can help improve numeracy skills and the developed teaching materials are declared valid without revision. This shows that with the help of numeration-based teaching materials it can help students improve their numeracy skills in understanding data presentation material.
