This thesis is entitled "Authority of Waste Management Institutions According to the Provisions of Article 29 of Palembang City Regional Regulation Number 3 of 2020 concerning Management of Household Waste and Similar Household Waste". The problems in this paper are: 1). What is the authority of Waste Management Institutions according to Regional Regulation Number 3 of 2015 with Amendments to Regional Regulation Number 3 of 2020 concerning Management of Household Waste and Similar Household Waste, 2). How should the existence of a Waste Management Institution be formulated? With data collection methods carried out using literature studies and structured interviews with the Head of the Public Services Section Managing 3R-Based Waste Management Strategy in Kalidoni District. This research is normative juridical (Normative law research), that is, it is conceptualized as what is written in statutory regulations or the law is conceptualized as rules or norms which are a benchmark for human behavior. Based on the research results, it shows that: (1) The authority of the Waste Management Institution to facilitate the disposal of community waste has been working well in assisting the Subdistrict Work Unit without ignoring Central Government Regulations. (2) With the existence of Article 29, the existence of a Waste Management Institution is enforced by the establishment of a Waste Operator Institution in the form of a Public Service Agency which has economic benefits with efficient principles and obtains budget funds from the APBD.
