The aims of this study were to: 1) identify changes in social behavior before and during the covid-19 pandemic for poor farmers in Sei Lais Village, Kalidoni District, 2) identify changes in economic behavior before and during the covid-19 pandemic for poor farmers in Sei Lais Village, Kalidoni District, 3) to formulate strategies for poor farmers to develop farming in Sei Lais Village, Kalidoni District. This research was conducted in Sei Lais Village, Kalidoni District, Palembang City. Field data collection was carried out in June 2021. The method used in this study was a survey method. While the method used for sampling is simple random sampling method with a total sample of 34. The data collected in this study are primary data and secondary data. The results of this study indicate that the social behavior of farmers in Sei Lais Subdistrict underwent changes before and during Covid-19 including knowledge and attitudes. For capital, spending increased by a difference of Rp22.352. For rice farming income decreased by a difference of Rp1.930.209. with a difference of Rp1.067.475. There was no change in capital and working time allocation before and during Covid-19. The strategy for developing rice farming in Sei Lais Village is in quadrant I, namely an aggressive strategy, namely being able to take advantage of strengths to seize existing opportunities.
