REFORMASI ADMINISTRASI PUBLIK PERIODE 2001 - 2010 DI VIETNAM STUDI PADA NATIONAL ACADEMY OF PUBLIC ADMINISTRATION HANOI
Public Administration Reform in Vietnam during the first period of 2001 to 2010. This Public Administration Reform aims to improve the administrative and public service system in Vietnam, particularly in the city of Hanoi, for which the Vietnamese government and the National Academy of Public Administration (NAPA). The problems in the implementation of the Public Administration Reform in Vietnam during the first period of 2001 to 2010 were the centralized governance structures and organizational culture that were difficult to improve. This research uses descriptive qualitative method with data collection techniques including interview, observation and documentation study. This research uses the theory of Public Administration Reform from Gerald E. Caiden. The results of the Public Administration Reformation in Vietnam during the first period of 2001 to 2010 indicate that there are improvements and their implementation is directed and in accordance with the procedure, where the Public Administration Reform in Vietnam succeeded in making improvements to the Government's oragnisation structure in Vietnam and the simplification of procedures through the One Stop Shop service to the public Vietnam especially the city of Hanoi. In addition, the Public Administration Reform in Vietnam will continue as a form of Government commitment to improving the public administration system in the State of Vietnam.
