The environment is one of the emergency cases in the international sector. Things that started from the climate crisis to the depletion of the ozone layer became an indirect threat to humans on this earth. Therefore, international organizations are making efforts to reduce carbon emissions, ene of which is by creating the Circular Economy concept which functions to answer SDGs from the United Nations number 12 concerning sustainable consumption and production and number 13 concerning climate action. With this in mind, the European Union also participates by holding the Circular Economy Action Plan program to create a Climate Neutral Economy in the European Union. Here researchers will examine the strategy of one of the European Union participants, namely Austria, in implementing the Circular Economy Action Plan in realizing a Climate Neutral Economy in the European Union in 2019-2021. Austria, with its peer-to-peer circularity strategy, determines how to implement the Circular Economy concept depending on the Austrian political situation which is decentralized and the economy, technology and high innovation of the Austrian government. This research was created with the aim of studying the Circular Economy strategy of Austria participating to build an environmentally friendly economy in the European Union and the world.
