The purpose of this study is to know the formulation process of the Raperda Inisiatif DPRD Kota Palembang Tentang Perlindungan Perempuan dan Anak dari Tindak Kekerasan di Kota Palembang.The background of this research, because the formulation is a very crucial thing that determines whether the policies made by the government are useful or not and can also minimize problems that arise after the policy is applied to the community. Second, because seeing that until now the victims of violence against women and children still exist, so that the existing law is not enough to overcome violence against women and children, the Perda will become a legal umbrella as an application of the applicable law. The theory used to answer the formulation of this problem is the Process Model Formulation which consists of Problem identification, Policy Proposal Formulation and Attestation. The research method used is a descriptive type qualitative method. The result of this study is that the formulation process of the Raperda Inisiatif DPRD Kota Palembang Tentang Perlindungan Perempuan dan Anak dari Tindak Kekerasan di Kota Palembang has followed the Tata Tertib DPRD No. 1 2019 concerning the preparation of the Raperda and in accordance with laws and regulations.
