Memes are a new style of communicating through social media, containing issues, ideas, narratives, and criticisms contained in the form of images or videos. Meme #unsrimakinnaka is a narrative and criticism from UNSRI students against campus policies during the Covid-19 Pandemic. This study aims to analyze meme #unsrimakinnakal on Instagram. This research model is descriptive qualitative. The analytical technique used is semiotic analysis. The approach used is the triangular semiotics of meaning Charles Sanders Pierce sign, object, interpertan. Based on the results of an analysis that has been carried out on 19 #unsrimakainnakal memes, it was found meme #unsrimakinnakal uses a variety of images from film scenes, cartoon series, anime, and meme templates on the internet as a medium to convey satirical messages and criticism of the Rector's policies during the pandemic. In addition, from the results of the analysis carried out, it was found that policies that became problems and concerns of UNSRI students, verification of new students was carried out online and the determination of new student UKT was carried out unilaterally, late return of the remaining rent apartment and rusun, 50% UKT discount was only for final semester students, the rest of the UKT payments were made in full, there was no quota suspension during online lectures.
