COLLABORATIVE GOVERNANCE PEMBANGUNAN RUMAH SUSUN : STUDI KASUS DI DINAS PERUMAHAN DAN KAWASAN PERMUKIMAN PROVINSI SUMATERA SELATAN
Limited funds for infrastructure development, the high number of uninhabitable houses and housing backlogs in South Sumatra Province have forced the government to find a solution to this problem by building flats through a public private partnership financing scheme. This study aims to determine the collaborative governance of the construction of flats in the Department of Housing and Settlement Areas of South Sumatra Province through a collaborative process of each party involved. The method used is a qualitative approach with a case study design. The results of the study show that the collaboration process for the construction of flats in Disperkim Prov. South Sumatra is running well by involving Bappeda and PPP Consultants. However, there is no collaborative governance in this research because the private sector, in this case the consultant, works together in the form of a contract paid by Disperkim Prov. Sumsel is in charge of collaborative projects, so it is not yet included in collaborative governance because it only involves one actor. In addition, the construction of these flats is still at the planning stage so that there is no real form of collaboration yet.
