This thesis is entitled "Empowering Rubber Farmers Through the Latex Asphalt Production Program by Muba Regency Government in Musi Banyuasin Regency" This thesis discusses the processes and obstacles to empowering rubber farming communities through latex asphalt production programs in Musi Banyuasin Regency from three sides, namely enabling, empowering, and protection which is the concept of community empowerment from Mardikanto and Soebianto. This study uses a qualitative approach and data collection techniques in the form of in-depth interviews, observations, and documentation studies. The results of the study show that the program has fulfilled the Community Empowerment aspects of Mardikanto and Soebianto, where at the enabling stage the approach taken by the Muba Regency Government has been in accordance with the conditions of the community concerned, at the empowering stage the program has been in accordance with the needs and desires of the community and the provision of provision various foods and sources of economic progress have been very good, while on the protecting side this program has not been fully successful because there is still exploitation and oppression of small farmers. Obstacles in the empowerment process in this program are hampered by the Covid-19 pandemic, lack of protection and partiality for weak farmers, competition that threatens conventional rubber collectors and exploitation of laborers and small farmers by land owners.
