IMPLEMENTASI PENYALURAN PEKERJA MIGRAN INDONESIA TERHADAP MALAYSIA MELALUI ONE CHANNEL SYSTEM
Prior to the existence of the One Channel System, the distribution of PMI to Malaysia did not guarantee welfare. Therefore this study aims to analyze and discuss the implementation of the distribution of Indonesian Migrant Workers to Malaysia through the One Channel System. This study uses descriptive qualitative research methods and primary and secondary data sources using Ronald B. Mitchell's compliance theory. From the results of the research it was found that the implementation of the distribution of the One Channel System has been regulated in the MoU on the Employment and Protection of Indonesian Domestic Migrant Workers policy which is based on Law no. 18 of 2017. Recruitment is carried out by integrating Indonesia's Sipermit application and Malaysia's Malaysian Immigration System (MyIMMs). Changes in attitude that occur are policy making through bilateral Joint Working Group meetings, changes regarding recruitment methods, changes to pre-departure preparations which include work agreements and verification of employer identity, changes to the processes of departure, placement and return. Implementation of this distribution has an impact in facilitating the government in monitoring and reducing placement costs for PMI. To optimize the success of this mechanism, it is necessary to maintain consistency and evaluation from the two countries in the integration process so that the implementation of the system runs according to its objectives in distributing PMI.
