KONFLIK TENURIAL KAWASAN HUTAN LINDUNG DI KABUPATEN BANYUASIN (STUDI KASUS: KELOMPOK TANI HUTAN DAN PT PANCA TEGUH BERSAMA)
This research examines related Tenurial Conflicts in Protected Forest Areas in Karang Anyar Village, Sumber Marga Telang District. Conflicts occur due to overlapping policies, land ownership claims, and differences in interests. The purpose of this study is to determine and analyze the background, typology, and dynamics related to forest area tenure conflicts that occur in Karang Anyar Village. The research method is descriptive qualitative and Case Study research strategy using the conflict triangle approach proposed by Johan Galtung, vertical conflict approach proposed by Novri Susan, and conflict dynamics approach developed by Louis R. Pondy. Data collection is done by observation, interviews, and documentation. Based on the findings of researchers in the field, it shows that the government has designated the Forest Area as a Protected Forest Area. Conflict occurred in 2009 where farmers still use SPH in utilizing the land. In 2020 a Forest Farmers Group was formed and the IUP_HKm was issued by the Ministry of Environment and Forestry in 2020, while PT Panca Teguh Bersama had an SHM issued by BPN in 2008. There were vertical conflicts such as conflicting claims over land ownership, and there were differences of opinion towards the government which caused the escalation of the conflict to escalate, causing bloodshed at the site. Settlement solutions such as mediation, internal meetings between governments, and legal channels have been carried out. However, until now the conflict has not found a resolution. The condition of the forest area land is currently designated as a Status Quo by the Banyuasin Police, and has an impact on changes in livelihoods.
