PROSES COLLABORATIVE GOVERNANCE DALAM PENANGGULANGAN BANJIR DI KECAMATAN ILIR BARAT I KOTA PALEMBANG
Flood disasters in recent times are disasters that often occur in Indonesia, including the city of Palembang. The occurrence of the flood disaster in Palembang City was caused by high rainfall, and because of the large number of residential areas and buildings resulting in a lack of water absorption, blockage of waterways or drainage, lack of public awareness in maintaining cleanliness, and increased waste generated due to population growth. Therefore this study aims to identify and identify collaborative governance processes in flood management in Ilir Barat I District, Palembang City. This study uses qualitative research with a descriptive approach. The theory used is the collaborative governance process model of Ansell and Gash (2008). Data collection techniques were carried out by interviews, observation, and documentation. The findings of this study are 1) face-to-face dialogue between stakeholders is routinely held, 2) trust building by frequent communication and discussion, 3) commitment to the process with the same goal and mission, namely for the welfare of the community, 4) share understanding by carrying out joint activities such as mutual cooperation and demolition of buildings, and 5) intermediate outcomes have had many good impacts such as a lack of percentage of inundation, many people are aware, and the demolition of buildings covering waterways. The conclusion shows that collaboration between stakeholders has been going well, but in terms of the private sector has not been absolutely involved.
