RESISTENSI PEGAWAI ATAS PERATURAN BUPATI OGAN ILIR NOMOR 25 TAHUN 2022 TENTANG TAMBAHAN PENGHASILAN PEGAWAI (STUDI KASUS PADA DINAS PEKERJAAN UMUM DAN PENATAAN RUANG KABUPATEN OGAN ILIR)
In the government area of Ogan Ilir Regency, the policy of providing additional employee income is regulated in Regent Regulation Number 25 of 2022. However, when the regulation was implemented, it resulted in bad views and complaints by employees. The deductions contained in the regulation are considered to have a significant impact on welfare (one of the objectives of providing additional employee income). In addition, there is no visible influence on employee discipline even though E-Office has stricter rules. These complaints and attitudes are resistance. Resistance arises as a reaction to change. If resistance is allowed, it will certainly hinder the achievement of organizational goals. Therefore, the purpose of this research is to identify in depth why employee resistance occurs to the regulation of the Regent of Ogan ilir Number 25 of 2022 concerning Additional Employee Income. By using the theory of Individual Resistance put forward by Stephen P. Robbins which includes habits, security, economic factors, fear of the unknown and selective information processing. Where the results of field observations found that the resistance that occurs arises because of habitual factors, economic factors and selective information processing. Employees feel that the percentage of deductions from daily performance reports is not in accordance with the workload they do, communication about policies is not done well and there is no monitoring and assessment that is still subjective from the leader. The suggestions given in this study are giving workloads that are in accordance with employee backgrounds, appropriate rewards and punishments and service leaders can establish good communication so that the work pressure felt by employees can be overcome. It is hoped that the Ogan Ilir Regency Government can consider all aspects related to employees so that the goals to be achieved can be accomplished.
