Nickel is Indonesia's strategic mineral commodity amidst the global economic downturn. Indonesia is included in the top 10 nickel producing countries in the world with total reserves of 5.74% of the world's total reserves in 2019. The purpose of this research is to explain the problem of policy of banning nickel ore exports by Indonesia through a Neomercantilism approach. This study uses neo-mercantilism theory from Robert Gilpin in analyzing the nickel ore export ban policy carried out by the Indonesian government. There are three indicators from Robert Gilpin's theory of neo-mercantilism to analyze this research, which is the state as company companion, regulation, and industry-specific protection. In addition, this study also uses the value chain concept from Porter to analyze the provision of added value from nickel ore, which is Indonesia's goal in implementing a nickel ore export ban policy. The research method used in this study uses a qualitative descriptive research method. The data used is in the form of secondary data as a source of research obtained through books, journals, articles and news. The results of this study are on assisting Indonesian companies to carry out development programs and utilization of mining goods. In regulating the ban on nickel ore exports, Indonesia uses several regulations, namely PP No. 1 of 2017, PP No. 08 of 2018, and PP No. 55 of 2019. Regarding specific industrial protection, Indonesia carries out downstreaming of the National Industry and restrictions on nickel ore export permits. The added value is carried out by the Indonesian government by processing nickel ore into nickel derivative products in the form of batteries for electric-based vehicles, stainless steel, ferronickel Keywords : Export of Nickel Ore, Indonesia, Neo-Mercantilism, Nickel
