Regulation of the Minister of Home Affairs of the Republic of Indonesia Number 141 of 2017, Regional Boundary Affirmation Guidelines must meet juridical and technical aspects with domestic regulations equipped with boundary maps, specific in the field marked by the installation of boundary pillars and the identification of coordinates of the position of boundary pillars. The construction of boundary pillars is intended to be able to identify the coordinates of one regional boundary with another. This study aims to analyze policy networks in the development of boundary pillars between cities/regencies in South Sumatra Province. The theory used in this study consists of actors, functions, structures, institutionalization, rules of action, power relations and actor strategies The method used in this study is a type of qualitative research with descriptive methods. The data required in this study consists of primary data and secondary data. Data collection in this study consisted of interviews, observations and documentation. The results of this study show several findings that have not fulfilled the elements of aspects of the function of cooperation indicators in policy formation and implementation, aspects of structure, indicators of network size and types of membership, aspects of power relations, indicators of actor needs, aspects of actor strategy, indicators of negotiation and socialization. This study recommends to the Bureau of Government and Regional Autonomy of the Regional Secretariat of South Sumatra Province and the Government Section of the City/Regency Regional Secretariat, namely: (1) HR governance to increase resource needs and cooperation among actors involved in policy networks in the development of boundary pillars between cities / regencies in South Sumatra Province, (2) A sense of responsibility to increase the participation of engaged actors and (3) mediate with the community to resolve conflicts in the development of boundary pillars between cities/regencies in South Sumatra Province.
