This research discusses the supporting factors of community participation in the implementation of the Village Development Plan Deliberation (Musrenbangdes) of Sungai Rambutan Independent Integrated City, Ogan Ilir Regency. This research was motivated by the phenomenon of weak participation and the lack of community proposals in Musrenbangdes. This research was studied based on the supporting factors of participation according to Margono Slamet, including opportunity, willingness, and ability, using qualitative research methods with a phenomenological approach. Sources of research data were interviews, observations, documentation, and literature studies. The data sources used are primary and secondary. Research data collection techniques through interviews, observation, documentation, and literature study. The results of this study indicate that community participation in organizing Musrenbangdes has not been maximally supported. Constraints in the opportunity dimension are obstacles to obtaining information, less than optimal resources, not supporting appropriate technology and difficulties in developing leadership. The constraints in the ability dimension are the lack of communication and coordination skills in the community. This research recommends several things : (1) The village government should organize and develop adequate information media both offline and online (2) The government should conduct socialization and training for the community (3) The village government should establish a media for collecting aspirations that can be accessed by the entire community (4) The selection of community representatives should be carried out by the village government objectively and alternately (5) The community must begin to train and familiarize themselves with expressing opinions in public, communicating, and coordinating with the government.
