UPAYA DIPLOMASI EKONOMI INDONESIA DALAM MENARIK INVESTASI ASING UNTUK RENCANA PEMBANGUNAN IBU KOTA BARU
This study aims to analyze Indonesia's economic diplomacy efforts in attracting foreign investment for the development plan for the New Capital City. Departing from the problem of Jakarta which is considered no longer qualified as a capital city, starting from the problem of overcrowding, congestion, natural disasters, to the designation Jawacentric, President Jokowi finally authorized the transfer of the Indonesian capital from Jakarta to Penajem Paser Utara to Kutai Kertanegara in East Kalimantan. . The development of IKN will use a concept that has never existed in Indonesia, namely the concept of a green, smart and sustainable city. The development of IKN only uses 20% of APBN funds and the rest will involve cooperation and foreign investment. Most of the funds require foreign investment, therefore several efforts are needed by Indonesia to attract foreign investors so they can invest in IKN development projects. This study uses the concept of economic diplomacy from Moons where to attract foreign investors, actors can use 3 elements, namely, Use of Political Influence and Relations (Government, NGOs, IGO), Use of Economic Assets and Relations (Promotion of Regional Resources), and Consolidation of the Political Climate and the right Economic Environment. This study uses descriptive methods and data collection techniques in the form of literature studies and interviews. The final results of this study found that the actors contained in these elements had succeeded in carrying out promotions and were very influential in attracting foreign investors to be able to invest in IKN development. This is evidenced by the existence of several MoU agreements, LoIs, as well as investment commitments from several potential investors. Keywords: Economic Diplomacy, IKN, Investment, Promotion
