KEPATUHAN INDONESIA DALAM UPAYA PENCAPAIAN TARGET UPDATED NATIONALLY DETERMINED CONTRIBUTIONS MELALUI PROGRAM KAMPUNG IKLIM (PROKLIM)
Being a member of the Paris Agreement, Indonesia must establish Nationally Determined Contributions in order to restrain the rate of greenhouse gas emissions below 2 degrees Celsius and create resilience to climate change through adaptation and mitigation actions. Indonesia has submitted the First NDC document as well as Indonesia's Updated NDC while at the same time increasing community involvement in forming a climate-resilient society is followed up in implementing the climate village program or ProKlim. In accordance with this goal, Indonesia has targeted adaptation to 20,000 ProKlim locations and actions to reduce greenhouse gas emissions in ProKlim mitigation to support Indonesia's NDC mitigation. This study uses the International Regime Compliance approach as an approach that answers the problem formulation in this study. Qualitative method used in this research through interviews and observation. The research results show that Indonesia's form of compliance with the Updated NDC through ProKlim is in the Passive Compliance category where in the development of ProKlim in 2016-2020 there has been an increase in location numbers and a reduction in greenhouse gas emissions but this amount is still not optimal enough to reach the target. In addition, people's behavior is still found that is not in line with ProKlim's adaptation and mitigation actions. Therefore, it is necessary to pay attention to all elements of society in the implementation of ProKlim.
