This research was conducted at the Department of Population and Civil Registration of Palembang City. The purpose of this study was to find out the evaluation of the Complete Your Prayers program which is a service innovation at the Population and Civil Registration Office of the City of Palembang. The type of research in this thesis is qualitative with a descriptive approach, namely by describing the results of the research and analyzing it so that the results are obtained and then concluding them. Informants in this study were the Head of the Population and Civil Registration Office of Palembang City and the people with disabilities. As for this study, it uses the CIPP evaluation theory with indicators of context evaluation, input evaluation, process evaluation, and finally product evaluation. The results of the research show that the Complete Do'anya program has provided access to inclusive population services, increased the participation of people with disabilities and empowered them to obtain their population rights. It can be seen from the results of the research that it proves that the Complete the Prayer program has become an effective service innovation program.
