This research aims to determine the factors that affect the ineffectiveness of absorption of the capital expenditure budget for road maintenance in the Public Works and Spatial Planning Office of Palembang. The background of this research is the level of effectiveness of the absorption of the budget ceiling in 2020 which categorized as less effective with the absorbed budget ceiling of 77%. Therefore, it is necessary to conduct research on the factors that influence it using the effectiveness concept stated by Mardiasmo (2018). The concept consists of four dimensions, namely input, throughput, output and outcome. The research method used is a qualitative research method. The results of this study indicate that the factors which affect the ineffectiveness of the absorption of the capital expenditure budget are the input factor which indicated by the gap between the stipulated contract budget and the total budget ceiling, and the outcome factor in the form of not adding other activities in order to maximize the absorption of the remaining unused budget ceiling.
