This study aims to find out the strategy formulation of the Ministry of Education, Culture, Research, and Technology in implementing the Merdeka Curriculum at SMAN 10 Kota Palembang. The research subject was the BPMP of South Sumatra Province as one of the technical service unit of the Ministry. This study uses the theory of Thomas L. Wheelen and J. David Hunger which suggests 2 dimensions in strategy formulation namely environmental observation and strategy formulation. This research was conducted using qualitative research methods. The results of the study show that in environmental observations, BPMP of South Sumatra Province has big strengths and weaknesses, small opportunities, and big threats. In the dimension of strategy formulation, mission, objectives and policies are good but BPMP of South Sumatra Province does not yet have enough alternative strategies that utilize environmental observation analysis. The recommendation from this study is to make several alternative strategies using the SWOT matrix which will produce 4 types of strategies namely SO (strength-opportunity), WO (weakness-opportunity), ST (strength-threats) and WT (weakness-threats) strategies.
