ANALISIS FAKTOR-FAKTOR INDONESIA DALAM MERESPON PROPOSAL "EU WASTE SHIPMENT REGULATION" TERKAIT PEMENUHAN KEBUTUHAN KERTAS BEKAS SEBAGAI BAHAN BAKU PULP DAN KERTAS
This study aims to look at and analyze Indonesia's factors in responding to the Proposal for Regulations from the European Union (EU Waste Shipment Regulation Proposal) regarding the fulfillment of waste paper as a raw material for pulp and paper. This European Union proposal is an arrangement regarding the regulation of the export and import of waste, while Indonesia is known as an importer country that is very dependent on recycled (waste) paper from the European Union. Therefore, in answering the objectives of this research, the author will depart from the Rational Actor Model by Graham T.Allison in his book Essence of Decision which consists of National Actors (Central Government), which are the main actors as step takers, The Problem (Market and State Actors). Government) The hearings held by APKI encouraged the Ministry of Industry to take steps, Static Selection (Related Ministries and Institutions) coordination between the relevant ministries, namely the Ministry of Trade, the Ministry of Foreign Affairs, BSN, and APKI parties so as to produce the same voice as the representatives of the Republic of Indonesia by collecting data that into consideration, Action as Rational Choice (Goals and Objectives, Option, Consequences, Choice) in the form of actions taken by each participating actor. Compliance with European Union regulations by complying with audits conducted by Indonesia is a form of reflection of the best choice that can be taken by state actors to protect commodity production activities that are potential contributors to the country's foreign exchange. This study uses descriptive qualitative research methods with data collection techniques in the form of interviews. The final results of the research show behind the scenes that state actors are ultimately more concerned about solutions to the phenomena that are happening at this time than forming long-term strategies
