This study shows that natural resources in the form of coffee are quite abundant. This can happen because most people have jobs as coffee farmers and plantations are the main sources of livelihood in Pendopo District. The utilization of coffee production itself has not been maximized, this can be seen from the low level of innovation of processed coffee originating from the Pendopo. This situation is caused because the government's role has not been maximized in seeking coffee innovation for the community. The purpose of this study is to find out what factors cause a lack of public interest in innovating coffee and how the efforts made by the local government. The research method used is descriptive qualitative with a phenomenological research strategy. Data collection was carried out through interviews with ten informants, documentation, and literature study, then analyzed using the theory of situation definition from William Issac Thomas (1968). The results of this study indicate that four internal factors cause a lack of interest in innovating coffee, namely interest, creativity, education, and motivation. The external factors consist of family, economy, community environment, and technology. The government established the Agricultural Extension Center to overcome the lack of interest in innovating coffee in the community in Pendopo Village. However, this has not been effective in increasing public interest in innovation. Keywords : Coffee Innovation, Situation Definition, and Villagers.
