UPAYA DIREKTORAT JENDERAL BEA DAN CUKAI SUMATERA BAGIAN TIMUR DALAM MENANGANI KASUS PENYELUNDUPAN EKSPOR BABY LOBSTER TAHUN 2019-2020
Indonesia is one of the countries that face many securities problems. One of them is regarding the smuggling of baby lobster exports, which is quite high in Indonesia. In dealing with this smuggling, of course, involves many parties including from state actors such as the Directorate General of Customs and Excise of Sumbagtim (Directorate General of Customs and Excise of Sumbagtim). This study itself aims to explain more deeply about the efforts made by the Directorate General of Customs and Excise for Eastern Sumatra in overcoming cases of smuggling baby lobster exports in 2019-2020. This is because cases of smuggling baby lobster exports during that time were so high. The method used in this study is a qualitative method and the theory used is the securitization theory from Buzan & Waeve. Based on the theory used, the results of this study indicate that the efforts made by the Directorate General of Customs and Excise of Sumbagtim can be seen from the securitization actors in which the Directorate General of Customs and Excise of Sumbagtim takes securitization steps in order to prevent smuggling of baby lobster exports. This is because it is caused by the smuggling of baby lobster exports which are considered to threaten the country's economic stability. Then through the Speech Act, in which the Directorate General of Customs and Excise of Sumbagtim issued an announcement through its website which stated that the Customs and Excise team would focus on the problem of smuggling lobster seeds which were considered detrimental to the state. As for the existential threat here, namely the consequences caused by the smuggling of baby lobsters which ultimately causes a decrease in adult lobsters in Indonesian waters. Therefore, the referent object here is lobster. This ultimately led the government to implement a policy of prohibiting the trade in lobsters below the size of 200 grams in the form of seeds in order to overcome the case of smuggling lobster seeds in 2019-2020.
