This study examines the phenomenon of votive payments on the Tri Sakti stone, regarding the responses of community leaders and religious leaders in the Talang ulu sub-district, Rejang lebong district. The theory used in this study is the S-O-R theory by BF Skinner. The research method is descriptive with qualitative approach. The research strategy used a qualitative descriptive design, with a phenomenological approach and collected information from 10 informants, who divided into 5 informants as community leaders and 5 as religious leaders. Data collected by observation techniques, interviews and documentation. Then the results of the study showed that the response by the Community Figures of Talang Ulu to the phenomenon of votive payments at the Tri Sakti Stone, namely agreeing that the response of community leaders was influenced by the stimulus of their knowledge as Community Leaders regarding cultural and historical values of these activities.In contrast to the response of religious leaders who do not approve of this tradition, because it is not in accordance with Islamic law where this rejection response is influenced by the scientific stimulus of religious leaders towards Islamic law and also principles and views that are different from community leaders, so that the actions taken by religious ders are, educate about the wrongness of this phenomenon from the side of Islam Keywords: Phenomenon, Votive Payment on Tri Sakti Stone, Response
