DIPLOMASI MULTILATERAL INDONESIA MELALUI ASEAN DALAM PENCEGAHAN DAN PENANGGULANGAN EKSTREMISME 2019-2022
The Southeast Asian region is considered to be one of the areas that has a loose borders and limited of government control, so it is often used as a target of terrorism. Indonesia as a country in Southeast Asia also a part of ASEAN have problems related to the threat of terrorism which is quite serious. However, apart from these problems, Indonesia has an important position at the SOMTC Working level in ASEAN, namely as chairman of the Working Group on Counter Terrorism, in this case the BNPT, as well as being named of the Lead Shepherd on Counter Terrorism. This has made the BNPT hold frequent meetings to increase cooperation against violent extremism in Southeast Asia, and seek to adopt a work plan known as the ASEAN Plan of Action 2018-2025 and its implementation through the Bali work plan 2019-2025. So that researchers are interested in seeing the stages of Multilateral Diplomacy that countries in ASEAN region have passed until finally the two of the documents were successfully adopted. The concept used in this study is the concept of Multilateral Diplomacy and Counter-terrorism because this concept can help to answer the research problems. This study used a qualitative method where the data were obtained through interviews, documentation studies, and observation. The results of the study show that in conducting diplomacy there are steps that are carried out in order to reach a mutual agreement. The process also took a long time. However, the researchers found that the pandemic was a challenge for ASEAN countries to implement the ASEAN PoA and Bali Work Plan. Nevertheless, the Bali Work Plan is a living document that has an annual monitoring and evaluation mechanism, which is carried out through the Bali Work Plan Multi-Sectoral Taskforce meeting.
