Puskesmas Tanjung Batu is one of Puskesmas that have been selected to be the Puskesmas that can do PONED, the main focus of PONED is to handle emergencies that specified to midwifery and neonatal, with a first aid and preparing for hospital transfer that will be given. The purpose of this study is to analyze system implementation of Obstetri and Neonatal basic Emergencies Services (PONED) in Puskesmas Tanjung Batu that included aspect of resource, socialization, planning, implementation and also monitoring. This study is descriptively and qualitatively with data sources that cover primary data from documents that were related to the study. The method to obtain samples was with the purposive sampling that by choosing the well understands and trusted Informants for the source of data.
The result of this study shows that quantity and quality of PONED power does not sufficient and have organization structure yet, because the lack of specified funds for PONED, for the tools and infrastructures were equipped but not all standardize, officers were often didn’t arrange SOP and couldn’t show the completion of SOP, there were minus on socialization, planning that were not completed, the hospital transfer flow were in appropriate way, not yet there were AMP in Puskesmas level, AMP in the district level were done once in a year, there not yet have been an MoU with PONEK hospitals, there not yet have been specified recorded report of PONED, and monitoring that have been done are not maximal internally even externally. The recommendation that must be done by Puskesmas Tanjung Batu is to build organization structuralize for PONED Puskesmas, then for the funds allocation specified for PONED, to complete specified SOP for PONED, more active for socializations, doing the organizing planning on technical development of puskesmas PONED, the urge of having AMP in Puskesmas level, holding a recording of specified PONED reports and for Puskesmas suggested to hold mini workshop across the sectoral..
