RATIONAL CHOICE INGGRIS DALAM PEMUTUSAN KERJA SAMA PROYEK PENGEMBANGAN 5G DENGAN HUAWEI TECHNOLOGIES CO., LTD
This study aims to determine the UK’s rational choice in terminating the 5G development project cooperation with Huawei. Huawei is one of the best telecomunications companies with the most patents on 5G technology, wich is perfect to fulfilling the UK’s ambition to become global leader in 5G and create a world-leading digital economy. But along the way, the UK – Huawei relationship suffered a setback. The UK includes Huawei as high-risk vendor and plans to completely phase out all of Huawei’s 5G equipment by 2027. From an economic point of view, it is unfortunate for the UK to cut the 5G development project cooperation relationship with Huawei. This study uses a qualitaive methodology using assumption theory and rational chice analysis techniques by Stephen M. Walt. Walt divides rational choice into five components, Collective Product; Each actor seek to maximize its “subjective utility”; Spesification of actors’ preferences; the analysis to specify the structure of the game; and an equilibrium is an assignment of strategies to the players. The results of this study indicate that the UK decision as an unitary actor in making decision to terminate the 5G development project cooperation with Huawei was the result of a joint decision obtined after many debates; in maximizing and weighing the cost and benefits there are two preferences, economy and security; in looking at specifications of actor preferences more deeply, there are external influences that influence the UK decisions; By considering the costs and benefits, the decision to terminate the 5G development project cooperation with Huawei is the most feasible and rational consideration that can be taken by the UK as a country.
