White pepper has become one of the leading commodities and has significant potential for Indonesia's economic growth. However, issues arose when several farmers in the Bangka Belitung province shifted their livelihoods due to the unstable prices of white pepper in both local and international markets. The decrease in the number of farmers has affected the production and export volume of white pepper in the Bangka Belitung province. To address this, the provincial government of Bangka Belitung has implemented strategies to enhance competitiveness, focusing on improving harvest yields, the quality of white pepper, and its export volume. This research aims to discuss the government's strategies to enhance the competitiveness of white pepper exports from 2017 to 2020. The research methodology used is qualitative descriptive analysis. Data collection was conducted through in-depth interviews and gathering information from official government websites. In this study, the author employed Michael Porter's (1995) Generic Competitive Strategies theory, which focuses on three concepts: cost leadership, differentiation, and focus strategies. The findings of this research indicate that the implemented differentiation strategy involves creating distinctiveness and improving the quality of white pepper. On the other hand, the focus strategy includes stabilizing prices for farmers, facilitating shipments, expanding the global market, and maintaining the quality of Muntok White Pepper after export. The study suggests that weaknesses directly related to the white pepper industry should be given more attention to achieve optimal results Keyword : Government of the Bangka Belitung Province, Strategy, White Pepper.
