EFEKTIVITAS KERJASAMA SISTER CITY SEOUL DAN BANDUNG DALAM MENGEMBANGKAN SMART CITY DI BANDUNG TAHUN 2018-2021
In recent decades, international cooperative relations have not only involved cooperation between state and state actors. However, it also involves cooperative relations with sub-state actors. One example is the collaboration between the City of Bandung and the City of Seoul in creating a smart city in the City of Bandung. This study aims to analyze more deeply the effectiveness of the Bandung and Seoul sister city collaborations using regime effectiveness theory. This study also uses qualitative methods. The results of this study indicate that the outputs from the cooperation between the two are positive, this is due to the success between Seoul and Bandung in agreeing on an LoI and making a set of follow-up rules such as regional regulations that are in line with the objectives of the LoI. Meanwhile, in terms of outcomes, the collaboration between Seoul and Bandung is also positive because the collaboration between Bandung and Seoul has succeeded in making a change in Bandung's behavior in realizing a smart city. Whereas on the impact side it is also positive where Bandung has succeeded in creating smart city development in several fields such as the impact in terms of city governance involving the Seoul City government in assisting the City of Bandung in the process of restoring the Cikapundung river. While the impact from the tourism and cultural side of the sister cities Bandung and Seoul succeeded in building Little Bandung which ultimately had an impact on creating a market for products of high value resulting from the innovations of Bandung youth. Based on the elaboration when indicators from the theory of regime effectiveness, according to the author, the sister city cooperation between the cities of Bandung and Seoul is effective in creating smart cities in the city of Bandung.
