PERAN WORLD WIDE FUND FOR NATURE (WWF) DALAM MEMERANGI ISU PERDAGANGAN PENYU SISIK DI INDONESIA PADA TAHUN 2018-2020
Hawksbill turtles are one of the types of animals that are legally protected by the Law of the Republic of Indonesia Number 5 of 1990. However, hunting and trading of hawksbill turtles are still often seen both internationally and nationally. This research concentrated on finding out how the role of non-governmental organizations WWF-Indonesia in combating the case of the hawksbill trade that occurred in Indonesia in the period 2018-2020 using the International Organization Theory approach which is categorized into three major roles, namely; (a) Implementers Role which refers to the organization's role as a resource driver and supplier of goods and services, (b) Catalyst Role related to the organization's role as an inspiration, contributor, and facilitator, and (c) Partnership Role which refers to a cooperative relationship which is fostered in combating the issue of the hawksbill trade in Indonesia. The method used in this study is a qualitative method with primary-secondary data sources. The results of this study show that WWF-Indonesia's role in combating the issue of hawksbill trade in Indonesia in 2018-2020 is evidenced from three categories of roles according to David Lewis's International Organization Theory, namely; (a) Implementing role, where WWF-Indonesia mobilizes its resources in turtle conservation efforts on Buru Island and Paloh. In addition, WWF-Indonesia also conducts internal and external monitoring of the network to determine the trade chain of turtle scales. Next (b) The Role of Catalysts, where WWF-Indonesia contributed to the formation of the National Action Plan for Sea Turtle Conservation and inspired local communities to innovate and facilitated meetings and rehabilitation centers. Eventually, (c) the role of the Partnership, where WWF-Indonesia collaborates with various parties such as village governments, local governments, law enforcers, and even cooperative relationships between countries such as cooperation with countries in Asia Pacific.
