This research is entitled “Adoption of Online Single Submission (OSS) System Innovation in Licensing Services at the Investment Office and One-Stop Integrated Services of Palembang City”This study aims to determine the Innovation Process of the Online Single Submission System in Digital Government-Based Business Licensing Services at the Investment Office and One-Stop Integrated Services of Palembang City With reference to the 5 stages of innovation by Rogers, namely 1.Knowledge, 2. Persuasion, 3. Decision, 4. Implementation, 5. Confirmation, This type of research uses qualitative methods to provide an overview of the innovation of digital government-based business licensing services at the Investment Office and One-Stop Integrated Services in Palembang. The results showed that 1) Knowledge, In the problem of slow licensing services can be resolved after knowing the Online Single Submission (OSS) innovation. 2). Persuasion, with the behavioral attitude of accepting the Online Single Submission (OSS) innovation model by considering advantages such as conveniences in terms of business licensing, and the licensing service process is very simple. 3). Decision in the application of OSS innovation, especially business actors accept OSS innovation to facilitate business licensing 4. Implementation is expected in the implementation of Online Single Submission (OSS) innovation to facilitate business licensing. 5. Confirmation Online Single Submission (OSS) innovation makes it easy for business actors who want to get their permit immediately.
