This research is motivated by incomplete elementary school facilities and infrastructure. The background to the incompleteness of elementary school facilities and infrastructure is Permendiknas Number 24 of 2007 concerning Standards of Facilities and Infrastructure for Elementary Schools/Madrasah Ibtidaiyah (SD/MI), Junior High Schools/Madrasah Tsanawiyah (SMP/MTS), and Senior High Schools/ Madrasah Aliyah (SMA/MA), this regulation explains the minimum criteria for facilities and infrastructure for elementary schools. This research was conducted at State Elementary School (SDN) 04 Indralaya. This type of research is descriptive using qualitative methods. The types of data used are primary data and secondary data, while data collection techniques are through observation, interviews, and documentation. This study uses the theoretical model of policy implementation by Merilee S. Grindle which consists of the dimensions of policy objectives, budget, policy content, policy environment and outcomes.
