According to PP No. 43 of 1993 parking is defined as a vehicle that stops at certain places, whether indicated by signs or not, and not solely for the purpose of raising or lowering people and or goods. The problems faced in a parking lot, especially off-street parking facilities in the city of Palembang, are the availability of parking space (supply) and the need for parking space (demand). Based on data from the Palembang City BPS census from 2015 to 2016, the number of vehicles has increased, both from private vehicles and public transportation, which is calculated from the total number of two-wheeled and four-wheeled vehicles. Efforts are being made to overcome the problem of on-street parking by providing parking facilities in the form of a parking building that can be used as a parking space for cars and motorbikes. questionnaire as primary data. In this study, the modern parking facility selection model used is the binomial logit model. This model is used to determine the probability of selecting a modern parking building based on several factors, namely the difference in parking rates, the difference in time to get a parking space and the difference in maneuvering time for a modern parking building. Linear regression method was used to determine the utility equation for the use of modern parking facilities. The regression result is the input for the generated binomial logit model. The variables observed were the number of respondents arriving, the mode used, the length of time the respondents were in the area and the length of time to get parking and maneuvers. In this observation, the length of time to get parking and maneuver greatly determines the occurrence of congestion in the area. Parking rates on the Colonel Atmo street area affect the choice of respondents in the questionnaire because there is a parking difference that is not too large with a large difference in maneuver time. The result of the binomial logit selection model is the value of R square which is the large influence of the table of the difference in rates, the difference in finding parking and the difference in parking maneuvers on modern parking opportunities, then the magnitude of the influence of the independent variable on the dependent variable is 0.090 in model 1 and 0.098 in model 2. Because the value of R Square in model 2 is greater, the variables in model 2 used for probability calculations are the fare difference variable and the parking maneuver time difference.
