This research in its study uses the concept of international regime. The research method used by the author is a descriptive qualitative method that aims to explain how the steps in data analys use concepts as explanatory material. The author in this case collects data through literature studies, online data searches, and documentation. The results showed that the Kyrgyz government has not fully succeeded in protecting and empowering women due to the Kachun culture that exists in Kyrgyzstan through national legal efforts and national government policies. This can be seen from the phenomenon of the Ala Kachuu case which still occurs, demonstrations continue, and there is still a lack of awareness of the affected people to report.
