ANALISIS PENGEMBANGAN ELECTRONIC GOVERNMENT MELALUI ELECTRONIC KINERJA PADA BADAN KEPEGAWAIAN DAN PENGEMBANGAN SUMBER DAYA MANUSIA KOTA PALEMBANG
This research is entitled "Development of Electronic Government Through Electronic Kinerja in the Personnel and Human Resources Development Agency in Palembang City". The purpose of this study is to determine the development of electronic government through E-Kinerja at the Personnel and Human Resources Development Agency in Palembang City. In this study using descriptive-qualitative research methods with data collection techniques through interviews, observation, and documentation. This study uses the theory of electronic government from Indrajit (2006) with 3 aspects as determinants of the success of e-government development, namely: support, capacity, and value. The results of this study indicate that the development of electronic government through E-Kinerja at the Personnel and HR Development Agency in Palembang City is still not running optimally. This is because they do not yet have a strong legal basis for the implementation of E-Kinerja and outreach, and the availability of infrastructure resources is not yet optimal. Based on the results of the data analysis that has been carried out, the suggestions that the author can give are 1) make rules or regulations in terms of the application of E-Kinerja specifically, 2) carry out socialization in a sustainable, equitable and consistent manner, 3) provide training for the technical team, and 4) prepare adequate financial resources.
