This study aims to determine how Ethiopia's securitization efforts are in strengthening the security system, especially in the maritime sector in the AIM 2050 strategy. The dynamics that occur in Ethiopia as a non-coastal country are very interesting to study, especially its role at the regional level. This study focuses on the Ethiopian securitization actors who are directly involved in influencing the process of securitization. This research was analyzed using Securitization Theory to see the existing indicators. The results of the research then show that in the securitization policy process, it often interferes with 3 dimensions that influence so that activities that can be securitized are encouraged. The first dimension is the securitization step which includes the Securitization actor, Speech Act, and Existential Threat. The second is the acceptance of the audience or the target audience in this study whose target is the military. Third, contextual extraordinary. The dynamics and efforts of Ethiopia in implementing the securitization of the AIM 2050 strategy can be seen from these three dimensions and the role of actors, especially PM Abiy Ahmed as a political mover that has occurred since he came to power in 2018. conducted by PM Abiy Ahmed, fearful attitude towards the future of cooperation with Djibouti in port affairs, and especially the threat that occurs on the Ethiopian border which is close to Eritrea and Somalia. The solution formed by actor PM Abiy Ahmed is very serious about supporting maritime development by reshaping the Ethiopian Navy. In the end, the Ethiopian side in this process was influenced by Abiy Ahmed's political policy as an actor in implementing the AIM 2050 strategy so that this securitization interest could be securitized.
