Indonesia's natural rubber exports are considered to have quite promising prospects, given Indonesia's abundant rubber production. Crumb Rubber is one of the processed rubber which is the prima donna of Indonesian exports. One of the countries that became the destination for Indonesian Crumb Rubber exports was China. As an industrial country, China requires raw materials in every production process. Limited natural resources have forced the country to import raw materials, one of which is crumb rubber. However, in 2018-2019 there was a significant decline in crumb rubber exports to China. Departing from these problems, this study seeks to analyze the effect of implementing non-tariff policies on the decline in exports of Indonesian brake rubber to China in 2018-2019. This research is supported by the theory of international trade put forward by the Mercantilists. The research method used by the author is descriptive qualitative, to explain the cases that are the object of this research. From the research process that has been carried out, it was found that the implementation of non-tariff policies in the form of withdrawing the number of export quotas due to the implementation of the AETS scheme and the issuance of a circular letter regarding the standardization of TSNR rubber imports by China had an effect on the decline in Indonesia's crumb rubber exports to China.
