Foreign Workers (TKA) are foreign citizens holding visas and limited stay permits and intend to work in Indonesia. This study uses the theoretical basis of national security by Benjamin Miller to map the threats and actions taken against the presence of foreign workers during the COVID-19 pandemic, starting from collecting data, analyzing, and presenting data using the theory of national security. The data sources used by the author are primary data sources obtained directly through interview with the Immigration Office Class I TPI Padang staff and secondary data sources obtained through valid literature review. The results show that the Immigration Office Class I TPI Padang has carried out a supervisory role for foreign workers by maximizing coordination with other government agencies through the TIMPORA forum and the use of the APOA online application. The Class I Immigration Office of TPI Padang has also adapted to the COVID-19 pandemic by implementing regulatory policies issued by the Ministry of Law and Human Rights as well as supporting the national economic recovery during the COVID-19 pandemic.
