PENERAPAN WHOLE OF GOVERNMENT DALAM PELAYANAN IZIN USAHA RUMAH MAKAN MELALUI ONLINE SINGLE SUBMISSION DI KOTA PAGAR ALAM
The application of the Online Single Submission in Pagar Alam City is a service innovation that is implemented at the DPMPSTK so that licensing runs effectively, especially for the type of restaurant business. However, at the time of implementation in the field, several problems were found, such as protracted delays, the realization of restaurant business permits was not achieved and limited facilities and infrastructure. This study aims to see how the application of the Whole of Government in the Service of Restaurant Business Permits Through Online Single Submission in Pagar Alam City. The type of research used is descriptive qualitative method with Atlas.ti software. The research technique used is through observation, interviews and documentation as well as validity techniques with source triangulation techniques. This study uses the Whole Of Government approach according to the OECD (2006), with the dimensions of policy, coordination, resources and culture of administration and support. The results of this study indicate that the application of Whole Of Government in the service of restaurant business permits in Pagar Alam City has not been implemented properly, because there are inhibiting factors, namely the Resource Dimension on the HR indicator, the absence of a special OSS admin, infrastructure and technology indicators of several facilities and incomplete infrastructure. And, the dimensions of Administrative Culture and support on indicators of administrative cultural barriers, some of the requirements are not complete. Suggestions recommended by the author for this study, namely the team of officers promotes to the community, especially restaurant business owners for licensing, then facilities and infrastructure in OSS services are added and repaired (computers, laptops and printers), for the Ministry of Investment to overcome so that the website does not have errors, and the public Restaurant business owners register their business.
