Public healt center have an important role in the implementation of “Sanitasi Total Berbasis Masyarakat (STBM)” the pillar of household garbage protection, because they are at the forefront of program implementation. Therefore, the role of a public administrator is a priority in strengthening institutional administration management to support STBM in Public healt center. The institution of the Rantau Panjang Public Health Center in Rantau Panjang District, Ogan Ilir Regency, in supporting the role of the Public healt center as the organizer of STBM as a pillar of household garbage protection is still weak. This study aims to analyze institutional strengthening in supporting the role of the Public healt center as an organizer of STBM as a pillar of household garbage protection. This study uses the concept of the role of the Public healt center as STBM organizer according to (Candrarini, 2020) and Permenkes No. 43 of 2019 concerning Community Health Centers; and will be collaborated with institutional strengthening theory (Mutiarin & Zaenudin, 2014). The results of the study show that institutional strengthening in supporting the role of the Public healt center as an STBM organizer for household garbage protection pillars has not been implemented optimally. This is evidenced by the active role that has not been maximized in the aspects of education, reporting and partnerships; while the passive role seems to have not been implemented in the aspect of preparation of capital resources, target setting and implementation technical determination. Furthermore, several dimensions of institutional strengthening are still weak, such as the individual dimension, the organizational dimension, and the cooperation dimension. This study recommends that the Public healt center strengthen education, establish partnerships for the provision of facilities and infrastructure, develop SOP for the implementation of household garbage protection pillars, training for sanitarians and village midwives and systematic recruitment of health cadres.
