The background of this research is that there are problems in empowering MSME entrepreneurship training programs during the Covid-19 pandemic at the Palembang City Cooperative and UKM Office. The purpose of this study was to determine the effectiveness of the UMKM empowerment program during the Covid-19 Pandemic at the Palembang City Cooperative and UKM Office. The theory used refers to the concept of measuring program effectiveness according to Duncan which consists of three indicators, namely goal attainment, integration and adaptation. This type of research is descriptive with qualitative methods. Data collection techniques consist of interviews, observation, and documentation. The results of the study showed that the UMKM empowerment program during the Covid-19 pandemic at the Palembang City Cooperative and UKM Office was not effective in achieving the target. The implemented program has reached the stage of achieving goals and adaptation. However, improvements still need to be made at the program socialization stage because the implementing committee is not optimal in carrying out its duties, so that the training program implemented is not in accordance with predetermined targets. previously offline to online is also the reason for not optimal implementation of socialization in the empowerment program. The suggestion from this research is that the Palembang City Office of Cooperatives and SMEs maximize the socialization provided to MSMEs as training participants in order to improve their quality in providing guidance regarding the implementation of program activities, so that the objectives of the socialization are properly conveyed.
