PERAN IOM (INTERNATIONAL ORGANIZATION FOR MIGRATION) DALAM MELINDUNGI PEKERJA MIGRAN INDONESIA (PMI) DI MALAYSIA TAHUN 2021-2022
The majority of Indonesian Migrant Workers (PMI) migrate to Malaysia due to economic problems. Along with the increase in the number of PMI in Malaysia throughout 2021-2022, it seems that it also brings problems related to violations of PMI rights such as labor cases, immigration cases, to cases of discrimination and exploitation. Efforts to protect PMI by the Indonesian Government are less effective due to violations of the MoU on the Placement and Protection of PMI in the Malaysian sector by the Malaysian Government, so that the involvement of international organizations in providing protection for PMI is needed, one of which is through IOM. This research aims to explain the role of IOM in providing protection for migrant workers in Malaysia in 2021-2022. This research uses qualitative research methods with secondary data obtained from articles, journals, books, official reports, and websites. This research utilizes the International Organization theory by Clive Archer in analyzing the role played by IOM as an international organization. The results of this study show the role of IOM as an instrument to implement the “Prevention, Prosecution, and Protection (3P)” policy. In addition, IOM's role as an arena is seen in the discussion forum it established, namely the "Regional Dialogue on the Management of Safe, Orderly, and Regular Migration and Protection of Migrants" Forum, IOM's role as an actor is shown through the “International Recruitment Integrity System (IRIS)” that it implemented.
