PERAN WORLD FOOD PROGRAMME (WFP) DALAM MENANGANI KRISIS PANGAN DI LEBANON TAHUN 2020-2021
This study aims to determine the role of an Intergovernmental Organization, the World Food Programme, in helping the Lebanese overcome the food crisis in 2020-2021. Lebanon is experiencing a food crisis caused by the economic crisis and exacerbated by the COVID-19 pandemic and the explosion at the Port of Beirut. The research method that author uses to conduct this research is to use qualitative methods and secondary data sources, research data sources that authors get indirectly. In this study, the secondary data that author obtained consisted of various sources through library research, such as books, websites, articles, theses, and other sources related to the research problem that the author analyzed. The author uses the concept of intergovernmental organization by Clive Archer by using three factors to analyze the role of the World Food Programme, namely Instrument, Arena and Actor. The result of this research is that the World Food Programme has succeeded in fulfilling the two roles of an intergovernmental organization, namely as an Instrument and an Actor, but WFP has not yet fulfilled its role as an Arena. World Food Programme has not succeeded in dealing with the food crisis in Lebanon, as seen from 57 percent of families in Lebanon in 2021 still facing a food crisis, up from 2020, which is 45 percent. This is due to continuing economic challenges and inflation that has not subsided in Lebanon, and exacerbated by the war between Ukraine and Russia which is expected to lead to continued inflation and rising food prices, because almost all wheat imports in Lebanon are sourced from Russia and Ukraine. The World Food Program will continue to provide assistance to the Lebanese state, both for the Lebanese and for refugees until 2022 and beyond with a plan to continue this crisis response in the Country Strategic Plan for the coming year.
