Learning loss is a decrease in students' academic ability, this phenomenon is a problem faced by Indonesian children. The cause of this problem is the Covid-19 pandemic which has changed the learning system and various sectors of the lives of Indonesian children, especially children in South Sulawesi and Papua. UNICEF as an international organization working in the humanitarian dimension and fulfilling the rights of every child has an obligation to restore children's conditions after the pandemic. This study aims to determine the role of UNICEF in the recovery from the impact of Covid-19 for children in South Sulawesi and Papua with the Safe Return to Learning program. This study uses the International Organization approach according to Clive Archer who then identifies the role of international organizations into three, namely the role as an instrument, the role as an arena, and the role as an actor. Qualitative descriptive methods were used in this study through literature studies, online data searches, and documentation. The results showed that UNICEF implemented it as an international organization that focuses on child welfare, through its role as an instrument by becoming a means of connecting national interests through operations, namely the application of the Safe Return to Learning program which works on the restoration of education, health and sanitation services in South Sulawesi and Papua. Then, UNICEF acts as an arena by becoming a forum for collaboration with UNICEF’s partners in the program, namely the Government of Japan and the BaKTI Foundation, as well as independent actors who manage sources of funds independently.
