The title of this research is "Analysis of Stakeholder Roles in the Implementation of Special Disability Outreach Program at the Population and Civil Registration Office of Palembang City.". The objective of this research is to understand, identify, And analyze the roles of stakeholders in the implementation of the Disability Outreach Program at the Population and Civil Registration Office of Palembang City. The research method used is qualitative research. To analyze the stakeholder roles in the implementation of the Disability Outreach Program at the Palembang City Population and Civil Registration Office, the researcher utilizes the stakeholder theory by Maryono (2005) as cited in Latupapua (2015), which is divided into three dimensions: Primary Stakeholders, Key Stakeholders, and Secondary Stakeholders. The results of this research indicate that the stakeholders involved in the implementation of the Special Disability Outreach Program at the Civil Registration Office have performed their duties and functions well. However, there are several aspects that need to be improved and maximized. For example, it is necessary to expedite the equalization of data collection for disabled residents and to conduct comprehensive socialization to both the families of disabled individuals and the individuals themselves.
