KU OSSPAS is a non-government scholarship program organized by Kasetsart University Thailand which was formed to celebrate its 80th anniversary. The KU OSSPAS program will only be implemented for three periods with a target of 80 participants in collaboration with 15 partner universities from 9 countries. Kasetsart University through the KU OSSPAS program has the goal of creating an internationalized atmosphere on campus and helping Thai students practice English and learn how to interact with people from different cultures, religions and languages. This includes learning to respect diverse cultural identities. In this case, the KU OSSPAS program was able to invite the international community to study at Kasetsart University in Thailand, the KU OSSPAS program became an instrument of public diplomacy at Kasetsart University in Thailand. The frame of mind used is the three dimensions of public diplomacy from Mark Leonard to see whether the KU OSSPAS program as an instrument of public diplomacy at Kasetsart University in Thailand meets its classification.
