This study aims to determine and analyze the characteristics of Top Public Service Innovations in Indonesia in 2020-2021. This research uses the theory of public sector innovation characteristics consisting of innovators, types of innovations, goals and results, policy sectors, and geographical aspects. The research method used is descriptive quantitative research and archival research with content analysis techniques and crosstabulation analysis assisted by the SPSS version 25 application. The population of this study is the Top 99 Public Service Innovations and a sample of 297 innovations. The data used secondary data obtained on the website of the Ministry of State Apparatus Empowerment and Bureaucratic Reform (PANRB). The results showed that: (1) Innovators of the Top 99 Public Service Innovations are dominated by local governments; (2) Types of innovations or government efforts are dominated by government innovations and service and product innovations; (3) Objectives and results are to improve efficiency, involve the community, and as problem solving; (4) Policy sectors are dominated by the health and socio-cultural sectors; (5) And the geographical aspect of innovation is dominated by Java; (6) In addition, researchers discuss the most influential determinant of innovation, namely organizational commitment.
