One of the government's programs to achieve the Sustainable Development Goals (SDGs) is Open Defecation Free (ODF). Sanitarian Puskesmas Ngulak reported that 20% (55 households) are still doing defecation (in gardens or rivers). This condition causes an increase in environmental-based diseases associated with the incidence of defecation. Puskesmas Ngulak is one of the Puskesmas that has begun to activate triggering activities to achieve ODF village targets by 2030.The purpose of the study is to analyze community participation in the pillar 1 program of community-based total sanitation in Terusan Village, Musi Banyuasin Regency. Research is descriptive qualitative with data collection techniques in the form of in-depth interviews, observations and document reviews. A total of 13 informants used in this study were determined by purposive sampling. The data analysis used is Content analysis. The Data Validity Test used is a triangulation of sources, methods and data. The results showed: 1) 10 informants were people who participated in triggering activities on the grounds that they did not have latrines, because economic factors, awareness and knowledge of healthy latrines were still low. At the time of triggering all informants participate in triggering activities as a form of participation in receiving information 2) At the time of discussion and decision-making with outside parties the informant is passive. The decisions taken at the time of triggering come from the community's own initiative without the intervention of others. 3) Sanitarian Puskesmas Ngulak does not involve the community starting from planning, development to evaluation/monitoring of the pillar 1 STBM program. Suggestions on the need to optimize the work of sanitarian puskesmas in socializing triggers through community involvement in planning, development to pre-trigger evaluation. Keywords : ODF, Program pillar 1, STBM Literature : 42 (2008-2022)
