ANALISIS IMPLEMENTASI EMERGENCY RESPONSE PLAN TUBRUKAN KAPAL DI KAPAL MINYAK PT. ADOVELIN RAHARJA
Accidents can occur on ships either on voyage, anchoring or loading and unloading activities at the port / terminal. The impact that occurs as a result of ship collisions, which can cause casualties such as disability to death. Oil Ship PT. Adovelin Raharja is a type of ship engaged in the business of the oil and gas industry. This emergency situation has occurred due to negligence in calculations from the captain and also additional factors such as night time and weather conditions so that the state of the ship's collision cannot be avoided. The purpose of this study is to analyze the implementation of the Emergency Response Plan (ERP) of ship collisions on Oil Ships of PT. Adovelin Raharja. The research used qualitative methods with data collection techniques in the form of in-depth interviews, observations, and document reviews. The informants of this research numbered four key informants and four ordinary informants. The data validity tests used are source triangulation, data triangulation and method triangulation. The results showed that based on the results of the average analysis of the suitability of 7 elements such as Emergency Response Procedures and Teams, Escape, Lighting and Power Supply, Muster Station, Lifebuoy, Life Jacket, Survival Craft on oil vessels PT. Adovelin Raharja with SOLAS 74 standard of 86.6% is included in category B (Good), while drill efforts show that one provision based on SOLAS 74 has not been fulfilled, namely routine drill schedules on ships. Based on this study, it can be concluded that the analysis of the implementation of the Emergency Response Plan for ship collisions on oil vessels of PT. Adovelin Raharja is good enough, but some provisions have not been fulfilled optimally such as there is no ship collision management organization structurally, there is no emergency lighting evenly on the stairs, the lifebuoy is only marked with capital letters of the ship's name but not with a registration number, there is no life jacket at the muster station and the road to the muster station, as well as the lack of emergency response plan drills that should be done once every 1 month.
